Dr. Emmanuela Truli is an attorney at Law admitted in Greece before the Supreme Court and the Council of State (Athens Bar) and in the USA (New York Bar). Also, she is an Assistant Professor at the Athens University for Economics and Business, teaching civil, competition and data protection law to under- and post-graduate students. She has an expertise and extensive experience in the fields of competition, civil and commercial law.
She served the Hellenic Competition Commission on various posts, starting as Legal Expert, then as Head of Division and Deputy Head of Legal Services in the years 2006-2013. She was appointed at the Board of the Hellenic Competition Commission in 2010. Both before and during her term as Commissioner of the HCC, she handled numerous cases in major product and services sectors of the Greek economy, including energy (natural gas and oil), construction and banking. Furthermore, she regularly represented the HCC in various international forums (OECD, ECN working groups, UNCTAD, ECA etc.) and advised other national competition authorities on best practices and EU law (China and India).
Before the HCC she worked in two major law firms based in Munich and Athens, advising international clients on civil, competition and general commercial law, PPPs and arbitration, as well as on various matters of EU regulatory compliance.
She holds a Ph.D. from Ludwig Maximilian University of Munich and an LL.M. from Columbia Law School, New York. She has published her doctoral thesis in Germany and numerous legal articles in renowned Greek, German, UK and US books and journals (ECLR, ECJ, American Review of International Arbitration, ERPL etc.). She is member of the Athens Bar Association, the New York Bar Association, the Association of Civil Law Specialists, the Association of Commercial and Financial Law and the Hellenic Association for EU Law.
She is fluent in Greek, English and German and also speaks French and Spanish.
